UKPC rejecting appeal for PCN on allocated parking

After going through all the information and evaluating my options I have decided NOT to pay and NOT to apply to POPLA. Paying would have been easier but then again why would I allow someone to bully me.
I will simply wait for a legal response
But waiting for a legal response ???? Do you understand how this works. If you lost at POPLA then you will start getting letters from idiotice debt collectors who will add on their fairytale amount with lie after lie, and whilst you ignore them because they are powerless idiots, sooner or later it will be passed to a legal who then might issue a court claim. Then you have to waste your time forming a defence, then going to court.
And if you ignore that then it's CCJ time
The legals they use are not the smartest page in the book but it just gives you hassle you don't want1 -
Doing nothing sees the charge rise to £100 - and you are then left not knowing what UKPC will do over the next 6 years. If they decide to instigate legal proceedings, the amount of work to defend a court claim is much more involved and detailed than using the already developed POPLA appeal point templates from the NEWBIES FAQ sticky, third post.I think you're taking the riskiest route by adopting a do nothing strategy. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

As the scammers have already shown their lack of confidence with the £20 offer, there's a fair chance they won't contest the POPLA appeal. And even if they do, there's a chance you will win. Be sure to choose the 'Registered Keeper' option this time, might be closing the stable door too late, but won't hurt.1

Why are people displaying permits anyway; why have the residents not rejected the scam scheme?
