Hello all,
Some positive news! I contacted the Trust as previously mentioned. They asked for my PCN numbers, which I didn't have as I didn't receive the correspondence to the correct address. The parking team agreed to contact Civil Enforcement to request that all outstanding PCNs are cancelled once I provided my reg number.
I'm very happy to say that I got confirmation that "the fine has been cancelled".
From the use of the singular "fine", I assume that I only had one PCN from January and that a PCN wasn't issued in February. However, I've emailed back to double check.
Interestingly, the PCN cancellation was carried out by "Creative Car Park Ltd" - is this a branch of Civil Enforcement?
Can't thank everyone enough! To be honest I would never have thought to contact the landowner if I had not have come on this forum.4 -

Update -
CIL appeals team have just emailed me attaching a letter. It is demanding me pay £182 for the PCN that was issued in March. I already appealed this and they sent me a letter saying that they cancelled the PCN.....
I've obviously already had the PCN cancelled and I have proof of this. I have no idea where the £182 figure comes from.

PCN is still showing as 'cancelled' on their website.
Unbelievable considering the letter they attached to the email was dated 24.04.20, by which point the PCN had been long cancelled. What an absolute naff company!2 -

Turns out the header information pertained to the cancelled PCN, but the body of the letter notifies me of the other one from January (seems they've finally replied to my email sent over a month ago about whether I had any outstanding PCNs). Funnily enough, ZZPR said on the 22nd that I had a "balance of £170", so they seem to have added a random £12 to this in two days. I think between the time of them writing this most recent letter and then actually sending the letter to me, the PCN was cancelled.

Email them back and say:
You are being warned once. Erase my data now. You really need to get up to speed or I will report you to the ICO for continuing to demand money for cancelled PCNs. The NHS Trust ordered you to cancel all PCNs against me and I attach proof.''
Glad this advice (below) worked!However, getting the Trust to reconsider their duty and liability for the actions of their agents and to cancel the PCNs now is by far the easiest thing. Push, and push, and push for cancellation, especially if you are front line NHS - make the NHS Trust stand up for you, against their aggressive and badly-advised parking contract. The trust is the principal and the scammer is their contractor, so the NHS trust has the right to cancel and we see this done all the time on here by landowners, including NHS Trusts, even years after a parking event. It is never too late to push for cancellation, to the organ grinder, not the monkey.
