The third cost is the fees etc they feel they will need to pay to get advice on drawing up agreements, and the administration of implementing those agreements,running payroll and claiming the grant.
Not entirely true as most reputable agencies are member of the REC (or similar) who are supplying templates for agreements etc so they will NOT need to pay for advice. Also ACAS has furlough templates for employers to use. Also most agencies will have salaried staff (in addition to temps on their books) and payroll or furlough will need to be run for those SALARIED staff so they will already have a payroll person doing this so it is unlikely they will have to employ a payroll person specifically to manage the furlough scheme for temps. From my own experience, agencies just don't want to furlough temps. (Also when this is all over, a lot of good temps will not go back to agencies who did not treat them fairly or properly, so agencies will need to recruit/reference new temps to remain competitive) so at some point agencies will pay the price for this. Also as temps we can recommend agencies/pass on feedback to clients when we are in their workplace. So we can say yes my agency is really good or that this agency is not that good but one of my other agencies is better if you would to give them a try...We can influence clients.
