There is not going to be any funding from the government to the travel industry and the law isn't going to be changed which should mean you are entitled to a refund. The problem is the law was only introduced two years ago without anyone imagining that the world's entire travel industry would close down at once. Some suppliers such as airlines have the money but fear of being so short of funds they will collapse, Virgin Atlantic claims that without a loan of half a billion they will fail and there are at least three other airlines who are on the point of actually failing. Airlines are not giving the operators refunds so they cannot refund customers or agents.

ABTA's scheme is an attempt to try and avoid hundreds of travel businesses failing, yes most would get a refund in due course, and the CAA who run the ATOL scheme are expected to endorse the scheme in the next few days, but with no offices working at present, it could be a long long time before refunds were made. It has taken 6 months to almost complete Thomas Cook and that was just one failure. it's not an easy time for anyone, least of all customers but it is about the best of the worst possible outcomes

I do find it ironic that many travel companies plied their own high cost insurance, but seem to have no coverage themselves.
