    https://en.wikipedia.org/wiki/Order_of_the_British_Empire ... someone awarded the KBE (and not on an honorary basis) is entitled to use the title Sir (or Dame).

    The senior two ranks of Knight or Dame Grand Cross, and Knight or Dame Commander, entitle their members to use the title of Sir for men and Dame for women before their forename. Most members are citizens of the United Kingdom or the Commonwealth realms that use the Imperial system of honours and awards

    Unless you are "only" an honorary KBE (or DBE for a woman) you are entitled to use Sir (or Dame). Honorary KBE or DBE are normally conferred on non Commonwealth citizens who cannot call themselves Sir (or Dame) unless they later become a British citizen. For example Sir Terry Wogan, who was Irish, initially couldn't be called Sir but later took British Citizenship.
