And in the final point about grace periods, I may have missed it but found nothing you'd added to tell the Assessor what actually happened in the case in point? Did I miss something telling them that the machine wasn't working or whatever? It needs detail added making it clear what the driver did during these minutes and what the problem was.
Yes I added what happened to the driver on the day to the last paragraph but it wasn't very clear. I've split the last paragraph to make it clearer.
Would it be ready to send now?

The only thing I'd change is to add something about the time take to leave after paid-for parking time. More needs adding here because it's not just about the observation time at the start:Are drivers meant to read those terms and then hope there is no queue to pay, then sort out their card or coins and cross their fingers the machine works quickly, all achieved within 5 minutes of driving past the entrance on the approach road? The driver on the day had to queue up at the machine and had trouble paying using the contactless payment system, it is unlikely that it was all achieved within 5 minutes of driving past the entrance.
Have you got the proof of payment start and expiry time, did you keep the PDT machine slip?
If so, how many minutes are the time taken at the start (time past the 'IN' camera compared to time the payment was made) and how long was the time going past the exit camera compared witht he expiry time of the 3 hour payment?
Even if you haven't got those times, it's best to try to break down the 16 minutes and explain why it took maybe xx mins at the start (faffing about with an unrelaible payment machine that wasn't reading the contactless card and kept re-setting) and why x mins at the end (busy car park/children to strap in/queue going out...).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Hello all, just an update on the situation with this appeal. As everything has been delayed it's been a while since this appeal process began but I received an email from POPLA today which read:Dear Thank you for submitting your parking charge appeal to POPLA An appeal has been opened with the reference 0000000000. Premier Park - EW have told us they do not wish to contest the appeal. This means that your appeal is successful and you do not need to pay the parking charge. Yours sincerely POPLA Team
It would be interesting to know the reason they don't wish to contest.
So I would like to thank everyone in this thread that helped put this successful appeal together and gave advice all the way through, it is very much appreciated. I understand that people on here do this in their free time and it really is an invaluable service and I can't imagine the amount of money that people have been saved so If there is a charity that this forum or website supports I would be more than happy to put in a donation as a way of thanks for all the help received.
