Payment being held by card issuer because it is allocated for an order but vendor was declined when

Hi, I have never heard of this before and have been going back and forth for nearly a week between PayPal and Amazon with both blaming the other for the issue so I'm here in the hope that somebody can help me.

I made an order on Amazon using a PayPal debit card with the funds available in the account, Amazon tried to process the payment which then was taken from my account and showing as a pending payment to Amazon. When Amazon tried to take the payment it came back on their system as declined and the order was put on hold and shows payment revision needed. I have spent the guts of a week with Amazon saying the payment is declined and they can not process the order whilst PayPal are holding the money saying it is allocated to the order with Amazon and they will not return it to my account for at least 30 days even though the would not release it. PayPal says it is Amazon who need to complete the transaction and again refuse to return the money to my account even though the order will now definitely not be processed.

I really need this order and waiting a month at least is going to be a big problem and I don't have other funds to complete the order, this was the last money I had and had kept for this specific order. What can I do to get my money back into my account?

    That isn't exactly helpful. I was looking through the forum and couldn't find anything more appropriate so it would be helpful if you are going to tell me this is wrong to inform me the best part of the forum to post the thread. You're response was neither helpful nor a question.

    Certainly your question is not with regard reclaiming Bank & Credit Card Charges. 
    Click on "Forum Home" in the top left corner and you'll see a list of every sub-forum available. 
    Perhaps "Budgeting and Bank Accounts"?
