Flight cancelled by airlines, now Travel Agent demanding £75 per person to refund

            Looks like you're stuck I'm afraid. That's the trouble with a lot of these smaller online travel agents. They make very little money on selling tickets, the commission is tiny. They bump up this income by charging admin fees for absolutely everything. There is a cost to them of course to process your refund, they have to pay someone to answer their telephones/emails, they will have to get in touch with the airline to obtain the refund, then track when it's received so they can refund you etc.
Whether that amounts to £75 per ticket? Unlikely. But it is the T&Cs you agreed to when booking unfortunately.

If it was a flight only booking then it will not fall under the Package Travel Regs 2018. Op once Piers brings up the matter on GMB with the relevant information that Samkma has spoken to him about, all will be well.
And the government will be forced to stop any actions they are taking at the moment, and concentrate on Travel Agency terms and conditions.
