BT Stay Fast Guarantee

My download speeds have dropped quite considerably since the pandemic started.
Down from around 46 mbps to around 17 mbps.
BT have a Stay Fast guarantee as below anybody tried evoking that guarantee ??

Normal available speeds
Your normal available download speed will be between 25-42 Mbps

Your normal available upload speed will be between 5-8 Mbps

Minimum guaranteed download speed

Your minimum guaranteed download speed will be 21 Mbps

Your Stay Fast Guarantee

You'll get £20 back if you don’t get the speeds we promise you.

Where is this speed measured ??

At the router ??

Via Ethernet connection or over wifi .

Not sure if any guarantee will be valid under current situation .

Followed up on the 'Guarantee'.
Speed has to be below what they quote for 90 days !!
Done the jolly old turn the router off & back on again & doubled my speed back up to what its was.
