So the timing for this couldn't be worse, as I've found myself in lockdown with no internet and no way to get internet.
My contract with TalkTalk had ended and they were charging me a fortune and I wanted to change supplier anyway. When I tried to choose a new supplier my address wasn't showing on the drop down list. I  contacted my preferred supplier and they told me my address wasn't on the Openreach database and how to request my current supplier gets it added. That became an ordeal I won't bore you with for all our sakes! Anyway Talktalk said they  definitely had it added (this was just before they cut off my service a week early).
Openreach have just replied to my enquiry to them (I'm trying all avenues I can) that my address is on the Royal Mail datatbase but I need to get a phone line installed.
New suppliers aren't currently sending out engineers so I can't get a new line.
What I really want to know is why/how having lived in this flat near enough 6 years has my adress & (an) associated phone line suddenly ceased to exist???
A waist is a terrible thing to mind.

And existing customers can switch to the current new subscriber deals anyway...
The problem now is that, since your address has been added to the OR database as 'new', it's not linked to any record of an existing line. For the reprovision of an existing line, access to the property is not required. OR engineers are out and working, but they can't enter properties at present, which the system thinks is necessary to connect you.
No free lunch, and no free laptop ;)

Have you  only only ( so far ) been a Talk Talk customer, or were you a customer of someone before TT at that address , if it’s only ever been TT , how did they manage to get you service if your address has always been incorrectly recorded ?, flats can be tricky , as there can be many variations on how the address is known, before the common ordering system, orders could be raised and it wouldn’t matter too much if it were not exactly correct , but now if the address isn’t an exact match to what the Royal Mail has recorded as the official postal address , it can hinder provision or switching, but as others have said, if TT were your provider, it’s they that are responsible for getting the address corrected by using an ORDI ( Openreach database integrity) enquiry, if a new provider couldn’t find your address to migrate you, how did you end up losing your TT service ( unless you asked them to cease your service ) , ceasing your service whilst having an address issue wasn’t a good idea as you are now finding
Although all company’s use a common ordering system, some are better at using it, there are ways and means to get service to an unmatched address ( sometimes referred to as a Gold, Silver, Bronze) , perhaps try using a provider that is better ( but maybe not cheaper ) than the ones you are currently considering
