Exactly. Simply download the US/UK version of W10 and then install that. I'd be amazed if the fresh installation didn't activate.arciere said:

You should be able to add language packs to your current installation, but given the issues you've had I'd be minded to wipe and clean install. That way there can't be any remnants of what the previous person put on the machine. In fact you could even replace the HDD (with an SSD if necessary) and remove any possibility of there being any "hack" remaining on your PC.1 -
