Are you sure you are changing your password on the actual site, and not a clone that you have visited by clicking a link in one of these "You changed your password - if this wasnt you then click here :- " emails ..
Yes I'm 100% sure its not a clone site. Very easy to tell.

Download and run Malwarebytes to see what may be lurking in the background on your pc (or whatever you are using).

The thought that occured to me was that the person who had hacked your account hadn't logged out so they were able to change your password again. Could this be the possible reason?
I think this was highly likely thanks. I have two factor authentication on now so have had no other problems (so far)
I believe I now know what possibly happened now.
I bought a second hand laptop and the Windows was in Russian (there was no other language pack available).
I logged onto Ebay on that laptop looking for a new windows 10. Luckily I didn't buy anything and use my Paypal account.(my passwords for Amazon and Paypal were different). A bit far fetched but highly likely as it was a couple of days after that this happened.(I also now believe the hacker must not have logged out of my account and changed the password a second time).
I remember putting my password in anxiously but thought I doubt a 'key logger' would be on it.
    A near miss thankfully.

The safest solution (if you had access to another PC) would have been to create a fresh installer (on a USB pendrive) and clean-install Windows again. In fact I'd still recommend that you do this. (If the PC is currently licensed/activated) then it should remain licensed when reinstall Windows, as the activation is keyed to the motherboard so Microsoft's activation server will recognise it).

I'm aware the key is on the motherboard but it's in Russian and has no other language pack available on the version installed.

The key is not in any language, as far as I am aware.

No but when I try to change the language it only gives me Russian as an option?
