Claim on insurance or rebook

Our holiday to Spain earlier this month was cancelled due to Coronavirus. The accommodation providers will not give us a refund, but have offered us dates next April. I can’t get travel insurance which would cover Coronavirus related cancellations for next year’s trip. I could claim on insurance for this year’s cancelled trip but of a claim of £880 I would lose £200 in excess. So my options are, 1) make a claim and get £680 back and not go next year; 2) Take a gamble that by next April we will be able to travel and not make a claim (in which case should I get insurance to for that trip now or should I wait until we book flights?); 3) Can I claim for this year’s cancelled trip and then rebook with the accommodation provider for next year when things become clearer? (This would obviously mean I was £200 down on option 2 but would at least mean I got something back). Grateful for any ideas as I don’t even know whether I am permitted to do option 3.
