To be fair (and I suspect this may be some lockdown-induced fiction...), can you get a fixed penalty notice for attempted fly tipping? You can probably still end up with a fully-fledged prosecution though once you've admitted what was going on.
Sounds like they had tipped it, got the FPN, and picked it all back up... 'I put them back in the car'

I had to get some haylage for the horses this week and the amount of fly tipping going on around us is utterly disgusting every third layby or gate had household and garden rubbish dumped in it.

I would like flytippers to be sent to jail. A 3 month minimum term should do the trick. Nevermind FPNs.

Not agreeing with flytipping but it was a given there would be lots as soon as the council closed the tip to the public.
I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.

Either leave you hedge untrimmed during the lockdown or make compost with this and other such waste.
I must've missed the government advice that put compost heaps on lockdown.
You could even shred the larger clippings, and scatter them on the surface as mulch.

They would be ok for composting? Could you build a composter?

No one has to "build"anything, just set aside an area of the garden and there you go. It's also still possible to buy a compost bin

There is already a 15% increase in general waste being presented while waste collection teams are depleted by around a third. Closing the tips allowed staff to be redeployed to aid with general waste collection.

Something had to give and, while most people are responsible, there are always the minority who spoil it for everyone. I'm reliably informed that a mountain of bin bags has been dumped in a lay-by  not far from me. I'm in lockdown and can't see it, but the cost to deal with such dumping  will be immense and that's without the extra hazard to health during a pandemic.

    We're all doomed aren't we? :(

I would prefer for them to be sentenced to a few months unpaid work, going around the area in which they live picking up litter and flytipping refuse.
Providing that social distancing measures are in place to protect both the staff and the public, recycling centres are allowed to open and I think that it's not going to be too long before some of them do reopen.
A unpaid job on the bins sounds ideal for them.
