Since recyclcying centres are closed I decided to take hedge clippings to a nearby wooded area other than burn them.As I took 2 bags out of the car a council official appeared and photographed me.I put the bags back in the car and drove home. All the bags are now in my garage and no waste was dumped.I can account for all the bags of hedge clippings still in my garage. I expect to get a council fpn
Have I got a case for appealing it and probably take it to a court hearing?

Good luck defending the essential journey, as well.
Honestly, you need to reflect on your own behaviour. Court hearing....what, so you can advertise your own daft decisions?20 -

Well, at least it won't come as a surprise then! You are entitled to your day in court, obviously, but I wouldn't bother - trying to wriggle out of this will only end up costing you even more money. And let's face it, if your defence consists of "I changed my mind about fly tipping my garden waste once the man from the Council had taken my picture" then your chances of success are limited, to say the least.Fly tipping is anti-social and maybe this will make you think twice about trying it again in future.9 -
My area they are posting up photos of all the guilty fly tippers .OP spot he decided to tip at must be a known spot for an official to be around .2

This a million times, Flytipping is absolute scumbag behaviour with no excuse for it. Not in the current circumstances, not ever.5 -

Burning leaves pollutes the air and is generally inconsiderate to your neighbours.Either leave you hedge untrimmed during the lockdown or make compost with this and other such waste. You could also continue to store the waste in your garage until garden waste collections resume...5

A few weeks ago (before the lockdown started) I was short of money so thought that I would rob my local bookies.
I arrived there all ready to go with my George Bush face mask in place, wearing a pair of my wife's Marigold gloves and armed with a nice bit of 4x2 oak but as soon as I walked through the door, I noticed that they had loads of CCTV cameras which had already filmed me so I thought better of it and decided to leave.
As I didn't actually go through with my planned crime, should I be worried about the plod turning up on my doorstep if they do manage to trace me and if I do get prosecuted, will I have a valid defence seeing as I never actually went through with the robbery?9 -
Depends on the colour of the Marigold gloves3

What are the odds of the OP not returning? Or if they do, of them deleting the content of their post?
(Which would be pointless as it has already been quoted).

Please take it to court, then it will be out in the open, local papers, and your friends and neighbours will see what sort of irresponsible person you are.1

To be fair (and I suspect this may be some lockdown-induced fiction...), can you get a fixed penalty notice for attempted fly tipping? You can probably still end up with a fully-fledged prosecution though once you've admitted what was going on.
