Hi there. I will reply here because I feel this is also a note to close the thread as I managed to solve the issue, even though I paid zip card what they charged me. Gosh what a scam company is that. 
I spoke with the tribunals and they told me that if the fine is in your name you can write to the council, take responsibility as the driver and that supress zipcar in dealing with it. I totally recommend this rather than trying to convince zipcar to appeal this fines for you! they are just useless. 
Anyway, on my last fine, I email/appeal the pcn to the council directly. I had to appeal for a parking fine that I had notification more than 60 days after so they asked me to pay double. Anyway, I went to the council website, entered my details and car details and they replied to me and cancel the fine, thanks god! 
After, I send a confirmation to zipcar for them to cancel the charges.
