Multiple threads on here asking the same question.
Simple answer , they don't have the cash .
If it wasn't a package holiday then they will be waiting for refunds from airlines , hotels etc.Ex forum ambassador

Riviera Travel are offering us a Credit Note that can be either used to rebook or a refund will be given on 1st December 2021. How can this be legal? - they claim to be following ABTA guidelines issued on 20th March 2020. Yet we were told by telephone on the 21st March 2020, that we should pay the balance of our booking and if cancelled a full refund would be given. We paid, it was cancelled, they lied and now will only offer a credit note.0

We only paid for our tour on 2 August that was due for 1st September, now with no real explanation we received email from Rivera to say cancelled and only offering credit note, they must have known last week and should not have taken the 2500 off us. Lake Como has no problems at the moment, so we can only assume insufficient people have booked to go. By not returning the money it doesn't give you opportunity to book another holiday, as you aren't going to risk other money being tied up. I think they are taking money to pay out to others knowing full well you wont be going when you pay the money over. A load of baloney about you will get next years holidays at this years rates as next year prices will shoot up. What if to get people to go abroad prices are cut will we get money back. Loved Rivera last year, but this has shown they are not really cared about their customers
