I don't think anyone other than the OP considered furlough to be a viable option, children under the age of 16 do not pay national insurance, and only have to be included on the payroll if they earn above personal threshold, I can't believe there are many below 16 earning £12500 a year.
I don't think HMRC are in the slightest bit interested in children earning £12-20 a week.
Dazed and Confused replied to him as if it could be an option. Utterly absurd.

Perhaps not, but they would be interested in your husband who appears to be employed by the shop and occassionally supplies services on an alleged self employed basis to that same shop.

Did I read that you said you were a civil servant? They'd be interested in you too if you are doing a bit of moonlighting on the side for a bit of pin money (as may your employer)

Its happened once in 3 years, besides which my Husband never earned more than £4k pa whilst he was employed by said shop also had no other paid income for this period, the shop's manager was fully aware of what happened. No one is going to be losing any sleep over this in the slightest.

There was another thread  a couple of weeks ago that suggested a boy who did two paper rounds was to be furloughed by both. I cannot believe this is within the spirit of the scheme, and I am amazed so many paper boys seem to be on payrolls.

I recall that thread and I suspect that was a mixture of a) wishful thinking on behalf of the OP and b) a newsagent who didnt understand the system

All I meant was that from an employer's perspective they may not have to have a PAYE scheme i.e. the only employees are paper girls/boys earning say £12-20/week but if they have a PAYE scheme then anyone employed needs to be included on the employers Real Time Information reports to HMRC.

Under the Job Retention Scheme people are either eligible for the employer to consider furloughing or not and being on a payroll which was being reported to HMRC at 28 February is one part of the eligibility criteria.
