    Creditors (with any sense) collect from those with money & known details from amongst the joint debtors

    As has been said, the liability is joint and several (which is why it's some important to know who you are getting into bed with with any sort of tenancy).  The fact that you have paid your share won't help you, in fact it may hinder, as it shows you have an ability to pay.

    Your options are to either pay the other part and then pursue your house mate or don't pay and risk a liability order being obtained which may effect your credit rating.  As has been said, the Council can then choose who they enforce against.

    Council Tax arrears have no effect on your credit rating (unless they make you bankrupt)

    I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.

    It’s a joint tenancy. I can prove I have paid my share via bank statements. 

    Either you have not read, or have not understood, the previous posts. Any 'sharing' of the amount due is strictly a matter between you and your joint tenant. The council do not recognise any such 'sharing'.
    You owe the full amount and the council can demand the full amount from you - via the courts if necessary.
    Your joint tenant also owes the full amount and the council can demand the full amount from them - via the courts if necessary.

    Perhaps the following definition will help understanding:

    joint and several

    adjective

    • 1. (of a legal obligation) undertaken by two or more people, each individual having liability for the whole: "liability will be joint and several where the loan is in joint names"

    The reference to "loan" is an example of the use of the phrase: it applies to other debts (such as council tax) too.
