You have to send all your documents to DVLA to claim the 50% reduction. See link for confirmation. https://www.disabledmotoring.org/motoring/road-tax-50-reduction

https://forums.moneysavingexpert.com/discussion/6127030/pip-50-car-tax-reduction-help#latest is worth reading through...
Think it needs someone contacting DVLA for the official process in the light of this https://www.gov.uk/guidance/dvla-coronavirus-covid-19-update
Perhaps via Twitter or similar, if a user of such?
Let us know how it goes, though.
I think I found a reply to pay the full VED payment now and claim a refund of 50% "in the future" to someone who had a renewal notice and eligibility for the discount ...
But that's different to your case as the V5 for the vehicle has Disabled Class and that need removal from the V5 - which can be done at a suitable Post Office https://www.gov.uk/change-vehicle-tax-class/tax-due-to-run-out-or-changing-if-vehicle-is-exempt but not the 50% off bit? <grrr> So you'd have to pay the full rate and attempt to claim back later once things return to a more normal state.0
