iPad iCloud running out of space - 5gb

I don’t see why I should buy more space and cannot understand how the 5gb iCloud storage has been filled.
I have some photos and have deleted all the useless ones. There’s no music or video files. I’ve made sure progs like PressReader isn’t storing anything on iCloud.
In case the iPad backup system is incremental I’ve turned off iPad backup for now in the hope when I restart it previous incremental backups will have been deleted. Can I expressly delete the iCloud backup so I can start this again fresh from scratch?
Any other suggestions?

5GB isn’t very much these days, so if you’re going to use iCloud as your backup method you’ll have to pay for extra storage. It’s only 79p per month for the next tier up. The cloud space does cost companies to provide. Your 5gb may not seem much but how many iphones are registered in the world?. Personally, I don't see why they need to offer much at all, just enough to back up apps etc - there is an argument that your files etc are your responsibility, just the same as if they were held on your PC or laptop, a phone is no different. As above, the icloud upgrade is cheap. I don't use Apple and pay £1.59 p/m for 100gb from google drive which we can all access and use0

i tried turning Off the backup of my iPad but there is still half the space shown as being used as Backups (purple colour on the thermometer of use age ) - how come? I’ve also logged into iCloud but couldn’t see much, space wise, worth deleting.0
