I opened my help to buy isa when they first opened but i have been offered a job abroad for 2 years.
If i was to move out the country for 2 years; when i return would i still be able to get my government bonus when i purchase my family home?

You can't pay into ISAs when not resident in the UK so you couldn't continue to fund it, but you don't have to close it and can just keep it there for your return, when you can use it towards a first property, as long as that purchase complies with the rules such as value caps, etc, of course.0
