Furloughed Supply Teacher

I have been working as a supply teacher. Before the schools closure I was working an average of 4 and a half days a week. The agency I work for says the furlough scheme stipulates calculating my furlough pay by taking an average across the entire time I have been on their books (including holidays when there is no work to be had) despite me increasing my hours (and agreeing to a minimum of 3 days a week) since the new year. Is there any way to stipulate how the average is calculated? Thanks in Advance.
