water works needs water on for several minutes

in Water bills
I'm on a water meter so it costs me for running water for several minutes following water works. why should it cost me for works outside of my boundary. The water is not clear following the work through no fault of my own but it costs me. why?

You should be able to get a credit if you phone your water company.At least that’s what my water company say on their letters.PPI success. Banding success. Double Dip PCN cancelled! South facing solar (Midlands) and battery. Savings Session supporter (is it worth it now!?)0

Running water for several minutes will be a cost measured in pennies. probably costing less than a local rate phone call to the water company.I am an Independent Financial Adviser (IFA).
