OptionTown - Holding onto my refund

Hi,
I bought some upgrades with Option Town for flights to and from Vietnam to London. The upgrades did not materialise. I received an email on the 15th March saying I would be refunded within 5 days. I've had various phone calls with them which give me the impression they're just fobbing me off, even at one point saying they need to contact the Airline to get the refund.
Looking on TrustPilot (yes I should have done that before) I can see a lot of people have waited months and received no refund.
I bought these flights on American Express.
I'm thinking to write to there address listed on companies house and threaten to take them to Small Claims court if they don't refund me in 7 days,
Do you think that is fair ? Also should I refer to the 'consumer rights act 2015' ?
(any other options? - excuse the pun)

The company in US headquartered so I doubt you will get very far with threats of Small Claims Courts and the Consumer Rights Act. Good luck however.0
