It is something that is not really enforceable, any enforcement would likely lose customers and revenue, so they are quite happy to allow a limited abuse of the system.

    Dunno.
I only said they could do that if they  decided to strictly limit shared subscriptions.

A household is a household and Disney+ (and Netflix)  is not SkyGo :)
The truth is that no streaming services have been able to stop different households from sharing except perhaps BBC iPlayer, but I'll leave that one for a different discussion.

Same as Netflix account, you are not supposed to share with others, but I have heard that it happens for those not in the same household.
Certainly Netflix "allowed" shared subscriptions in their early days to encourage the take-up. Disney may be adopting the same unofficial policy. However, it would be a simple matter to insist  that the four registered devices all use the same IP address...
I don't really understand what you mean by the same IP address for all the devices and how this could be regulated. When I check my Netflix usage it shows a range of different IP addresses even though I always access from the same location. Then let's say I travelled a lot for work, I would want to be able to watch Netflix from multiple different locations. I know that Netflix do not do this, and you do not have to be in the same location as any of the other registered devices to use the same account.

I believe Disney can be used on 4 screens at once so all other people who you want to share with would need is the bill payers email address and the password to the account, you can set up user accounts for each person that share the account.
Someone please tell me what money is

Some children in the same house might use a paid for VPN, my grandson does and his mother doesn't know, that's why he can get content not available in the UK
