How were VCS employed? Did you have a residents vote where at least 75% voted in favour, and no less than 10% voted against their introduction. Legal requirement on the MA to conduct such a ballot.

Interestingly, the management company recently changed (this year). I haven't been there for that long so don't know much about the history - I will find out though. I do know that there has been no agreed variation on the leasehold terms - and that VCS are universally despised by owners and tenants.2
