Why are billed amounts for clean and waste water the same?

Volume used is 19m3, so why is 19.00 charged for both clean and waste? Shouldn't it be a combination of two values totalling 19m3?
Only your water supply is metered.Your waste is not metered.
Waste water is billed based upon the supply meter.
