UKPCS Tiicket.


That is till the 3rd of March when I got a parking ticket for parking in a disabled spot and not displaying a badge.. So I appealed this the same day.
Anyway I received a message back from them stating
Thank you for your appeal regarding ticket number [TICKET_NO] Please see the following option regarding your appeal; Please find attached a response in relation to your appeal. If you have not received a response to your appeal after 28 days then please contact us on 0330 058 1118.Anyway with all the problems with Corvid 19 going on and me having breathing difficulties as one of my disabilities already I never thought about it till today. As Id not heard anything. Then it was today I saw an attachment to the original appeal letter saying that they had received the appeal (sneaky people or words to that effect). Yes my fault as well for not reading it right I just saw the part where it said ""If you have not received a response to your appeal after 28 days then please
contact us on 0330 058 1118"". And assumed it was just saying they had received it and if I had not got anything back in the next 28 days to ring them
So when I started to look at everything closer today and looked at the attachment within the message telling me they had got my appeal I then saw that they had disallowed it in a matter of a few hours they had it between me sending and them sending back. But the worst part id missed the deadline to pay the £60 and the next deadline was the 1st of Appril where as I had to pay £100 now So with everything piling on me. Such as the isolation the worry of catching the virus in my already bad state of health and now a £100 needing to be paid by 1s of April. So first things first I thought I will get the £100 out of the way as dont want that coming back to bite my family in the case anything does happen to me as they will have enough to contend with. I rang 03330230121 which is the payment line 5 times and each time I got the same message "We have uncounted a problem please report error code 4,6,8" each time I then tried the 2 numbers for customer services that I could fins a direct one 01132456080 and a none geographic one 03300581118 2 times each and they both went to voicemail system 10000 And both said voicemail was full and not accepting more messages I even tried to go via these numbers then to the payment line and again got the same message "We have uncounted a problem please report error code 4,6,8"
It was then I came on to Martins site as its the best site on the net for the most truthful and up to date information. It was then I saw various bits about not paying these UKCPS tickets and so on But im already in a mess with not seeing them reject my first appeal. Is there anything I can now do other than to pay them. But as you can see Iv tried o pay and cannot even do that and there is no one manning any of the phones so rather than taking a bit of the stress off my shoulders its added it i'm afraid.
So I was wondering if there was anyone that could give me any advice on this matter please.That is what to do Or what can I do I'm just at end w without anywhere to go or to ring. And its all piling up one thing on top of another and another and so on (Thank you in anticipation)

P.S. Also as this invisible killer gets closer and closer to my area my heart goes out to the relatives of the poor souls already passed. And to the many elderly and all those with breathing conditions like me and also the hundreds of thousands with underlying conditions who are all at risk from a virus that knows no bounds nor has any hesitation to breach any boundary or any encumbrance to infect anyone no mater the race, wealth or stature of the person or persons because if not now it may well soon be on your doorsteps.

I am trying to extract what you need from all the background info that isn't relevant
So Ukcps issued a PCN , this was appealed , the appeal was rejected , at which point you are in limbo land
Only 3 things can be done
1) complain to the landowner and get it cancelled
2) fight it in court if Ukcps issue a court claim
3) pay up , in full , which we rarely advise anyone to do
UKCPS have 6 years to issue a court claim via the CCBC in Northampton
If their office isn't manned due to isolation and a shutdown , like many other offices , nobody can tell you when you can contact them, only they would know1 -
It Said its £100 if paid before 1/4/2020 so what does it go up to after that?
Sorry about the none relevant info just that iv always had to include as much info in what i used to do over the years and its just carried on

any waffle should be an addendum after the bare facts and requeststhe total charge is £100 , usually reduced to £60 for the first 14 daysa loss in court is approx £2001

Did you inform them that you were disabled when you appealed? If so they should have cancelled immediately, read this

I they contact you again refer them to your protected characteristcs, and threaten them with a counter claim for disability discrimination if they take this to court.Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs and work, and in some cases, cancellation.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.

Yes i told them i was disabled and even sent photos of my badge, I also said I had displayed my badge on my dash which is rounded. And said my wife had been back to the car and she always slams the doors and that is possibly the reason why my badge fell out on to the floor as I opened my car door. When I got back to the car so obviously it could not be seen?
And as it said if paid before the 18/3 it would be £60 and if paid before the 1/4 it would be a £100 I just wondered what it would be if i did not pay till after the 1/4 Also like iv have said I cannot pay by phone as it looks like the system is down and also the phones are not manned and all the mailboxes are full so you cannot leave a message telling them you have tried to pay but fail due to their system not working? Im just not sure what to do?

Have you followed the advice to contact the landowner?Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Are you sure you have told us the correct name/initials of the parking company?
I don't understand why you keep going on about payments and payment dates. None of it is relevant.
The sticky thread for NEWBIES that asks you to read it before starting a thread tells you what to do, when to do it, how to do it, and what to do if/when the original appeal is rejected.
For a BPA member you appeal to PoPLA.
For an IPC member you ignore everything from now on except real court papers.
Never ever ring a parking scammer.
Complain to the landowner.
Complain to your MP about this unregulated scam.

In that case they would be daft to try court, especially if you threaten to counter claim. Get on to the landowner and threaten to sue them as well for disability discrimination.tYou never know how far you can go until you go too far.2 -
You need to identify the landowner and complain to them very vigorously, they can cancel the PCN. Which retail park was this and where was it?
If the car park serves one main store, then that store may be the landowner. So if it was a big Tesco's store, you'd complain to the manager of the store and then, if no joy, to their CEO. The advice is always to 'take it to the top'.
It could be that there's an 'outside' landowner or land management agent who deals with the land. They can be found by googling. And although they are often big, multinational companies, they can be surprisingly helpful so do not be intimidated.
I'll do a bit of googling for you if you get stuck but need to know where this happened.5 -

which along with my physical disabilities I also have substantial mental issues which is being made a lot worse with the current state of everything And this is just another thing adding to everything.
