New Abuse button.

What is the purpose of the new Abuse button, please?
(which I see has recently been added to the options when reporting a post)
How does the Abuse button differ from the Report function? (or spam button?)
Perhaps more importantly, can an MSEer be potentially PPR'd for using the Abuse button in good faith to bring to the attention of MSE whatever it is designed for, as seems to be the policy for the Spam button, if after investigation the MSE Forum Team deem the report to not be upheld? (and hence why I don't use it anymore and would warn others likewise)
And one final query, if I may, on this topic. Is this another weapon that could be used incorrectly by a few to gang up upon and quickly & automatically ban new users they don't like, as sadly the Spam button appears to have been incorrectly used for at times in the past?
