Landowner for NCP - St Judes, Birmingham


The Keeper has received a NtK through the post from NCP for a Driver staying 14min in the car park...
I have read the Newbies section and have the blue template ready but I see the Plan A is to complain to the landowner. I cannot find who this is? Can anyone advise how I find this please or should I just go straight to Plan B?

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully, when life gets back to normal, it will become impossible for those scammers who are left to continue their vile trade, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.

Should I have to pay to find out the landowner? Asking the local council might be a tough ask at the minute due to the pandemic...

Land registry is £3.00. Local council might have it on their website. Some councils do provide a spreadsheet for this purpose.1

NCP own most of their car parks and i believe this to be the case with this car (just down behind new street station)3

Another point I need to make, I have seen 14 days as the number they need to serve this notice to the Keeper...
This notice states the Date of Incident as 07/03/2020 but Date of Sending Notice as 23/03/2020
Have they sent this too late or is the Keeper not that lucky?

The dates above mean they cannot transfer liability from the driver to the keeper, they have failed to meet the strict requirements of the Protection of Freedoms Act 2012 (Schedule 4). The dates failure doesn't mean the PCN is invalid. So, yes go ahead with the blue text template.
Are they claiming in their NtK that they can hold the keeper liable? If you're not sure how to check that out, upload a redacted copy of the NtK (both sides) for us to have a look at it.Please note, we are not a legal advice forum.
