    Does "John" have actual real evidence he was on the 'bus, that he was injured in the accident and that emergency services took him to hospital for treatment?

    The bus is insured for the passengers that it carries, whether or not they bought a fare is not important. If a car picks up a hitch-hiker, they are still insured.

    No John isn't, he's someone called a "fare dodger". I fail to see where being FMoTL comes into it given that fare dodging causes loss to the bus company, and is a form of fraud.

    Aha. I knew there must be some kind of angle on the question. You want to be able to smugly explain to them that they're uninsured, in the hope that'll make them repent immediately. Gotcha.
