Now, whether a vehicle graphics workshop counts is debatable.
Is it retail? If not, then it's not closed.
If it is retail, then is it a "car garage"? If not, then it's closed.
Ultimately, the arbiter would be Environmental Health and Trading Standards, then the court system, if the premises were trading and tptb decided they shouldn't be. And we know how thinly stretched EH and TS are at the best of times.
BUT... And this is the key here... That's the list of places PERMITTED to be open. Nobody is FORCED to trade as normal. Everybody is strongly discouraged from trading unless they are an essential service. Signwriting vehicles is, simply and unarguably, not.0 -

As I understand it; if a trader claims it is a 'trade sale' but lets you drive it away then you are covered by all the consumer protections as if it were 'retail'. To get out of their obligations the dealer would have to insist it was trailer'd away.

I think the thing here is that is the car roadworthy 'at the point of sale'. If it is and breaks down the next day/ week/ month and is an 'unroadworthy' defect the OP will not have a leg to stand on?'Just because its on the internet don't believe it 100%'. Abraham Lincoln.
