Multiple PCNs expected to old address - HELP and advice needed
I recently realised that having moved house in March 2019 I had not changed the V5 on my car (although had changed the drivers license). I changed it finally in February this year.
This week I've received a PCN from my local train station for a parking fine in February, which I have payed immediately.
I am however now converned that I may well have a backlog of un-paid PCNs which have all been sent to my previous address, and which I'm completely unaware of!
The carpark is managed by APCOA.
My initial thought was to call APCOA and check but now want to get feedback here - my fear is I could have up to 10 outstanding PCNs all sent to my old address - I generally try to pay for the parking and have a record of this on my App, however, on the odd day traveling I do forget as I'm in a rush or whatever reason. I had assumed that it was an old fashioned kind of car park with no cameras and only manual checks - this is not a reason for not paying and as I say I've probably paid here on 95% of occassions.
I've checked my credit score and no outstanding CCJs, but I am now EXTREMELLY NERVOUS!!
I'm aware I should have changed my V5 but this is a genuine error on my behalf!!!

These are not fines.
CRAPCOA are one of the easiest companies there is to beat, and if the car park is a railway asset then it is not relevant land so the keeper can never be held liable.
I am sorry if I offend, but paying these scammers is just plain stupid.
Set up post redirect. Anyone moving house should do this as a matter of course.
Send a late appeal as per the blue template in the first post of the NEWBIES.
Determine if the land belongs to the railway company or Network Rail. If it does, then add a one liner to the appeal saying that "since this is not relevant land and byelaws apply, the keeper is not liable so they must only contact the driver.
Do not reveal the driver's identity at any point.
STOP PAYING SCAMMERS.
Complain to your MP yet about this unregulated scam.

I've contacted APCOA and determined that I have 5 outstanding PCNs between July 2019 and December 2019. These 5 are now with ZZPS collection agency. So of 70+ trips to London the driver missed 5.
This is indeed Railway Carpark and hopefully property.
Post redirect was set up for forst 3 months, but the late V5 has impacted me here. I've now tried setting up post redirect to get the mail - but you can only do this within 12 months of a move and I'm beyond that now - I'm contacting Royal Mail directly here
The issue I have is I'm now aware of this but have received no contact from ZZPS as all the mail has gone to my previous address. I've read in forums not to contact these guys directly but at the same time I'm looking to purchase a property in the next 12 months so don't need a CCJ on my file - if I hold fire and don't advise ZZPS of my new address I'm assuming I'll get a CCJ at some stage as Ive no idea where the claims now all sit - the one from July is a concern there!

I hope you didn't reveal the driver's identity when you contacted the PPC.
Never, ever contact a debt crawler. They have no powers to do anything but send out poor quality bog paper. The good news is that nobody wants to read it before you use it, let alone afterwards.

Write to CRAPCOA's DPO with a rectification notice, giving The Keeper's new address for service. You should be able to find their DPO details from their website privacy page.
By doing this, in the unlikely event CRAPCOA do start a court claim, you will know about it and will then be able to prevent a default judgement or CCJ from happening.
Appeal if you wish as already advised, especially if you can confirm the car park is a railway asset. Separate identical appeals for each PCN.

Sound advice from Fruitcake and make sure you "require them to inform all their agents and to ERASE your old address."

Thanks for the guidance and feedback here - I certainly feel much more relaxed about this now but will spend time this evening pouring through the site for more insights here.
I have now contacted APCOA's DPO advising of change to The Keeper, and have not in any reference mentioned the driver
I will now look into ownership details of the carpark but at first glance it certainly looks like it is indeed a railway asset

Consider ignoring the rest, imo the industry will be in tatters when this ends.

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully, when life gets back to normal, it will become impossible for those scammers who are left to continue their vile trade, but until this is done you should still complain to your MP, citing the new legislation.
