#19 mentions paragraph 9 of the POFA but wasn't this a windscreen PCN? Para 8, not 9, applies if so.
#20 has 'the the' (typo)PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

#19 - It was a Privacy Notice that was placed on windscreen on day (wasn't one issued for first incident) followed by NtK.

Understanding NtK failed para 9 because:
No period of parking 9 (2) (a) A definite time required
Warning of keeper liability no given in the prescribed format 9 (2) (f). The have used issue date rather than given, could be several days adrift.
