Help with Parking Eye - A unique(?) problem, ignoring the main point in my appeal

Are you absolutely sure there's no POPLA code?
Looks like you've put all your faith in the first appeal to PE. Yet these rarely succeed, the main point of the appeal to most companies is to get the POPLA code.
It is not too late to complain to the landowner. What sort of car park was it ... supermarket? Cinema ... what? Sometimes the premises the car park serves are the landowner, sometimes they aren't. If so, they DO know who is though they rarely tell unless you press them. A google search may also reveal the landowner or land management agent and there are other ways to get this info. too, so keep us in the loop. When complaining, go as high up as possible - the manager at the very least, not front-line staff. Preferable the CEO. Complain forcefully.5 -

Everything you need is available here, but you have to look for it, we cannot.Nine times out of ten these tickets are scams, so consider complaining to your MP, it can cause the scammer extra costs and work, and has been known to get the charge cancelled.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.

Then you haven't studied the 3rd post in the newbies FAQ sticky thread near the top of the forum , nor have you read recent approved and successful popla appeals over the last 12 months either , nor should you be telling anyone who was driving , it was the driver who was on site for 13 minutes over the Parking allowance , keeper and driver , not my , me , myself and I
You really have made a dog's breakfast of this , too many failures so far , like no landowner complaint
Your popla appeal will include
POFA failures like timescale and no POFA paragraph
Not passed the POFA test from driver to keeper
Driver not identified
Grace periods , such as queuing to park and ten minutes minimum to depart
BPA CoP 2020 failures
No landowner authority
Poor and inadequate signage
Etc
Their allegation is a 13 minute overstay
The defence to this is 2 grace periods , one to park , one to leave , covered by the CoP , no overstay occurred , just a genuine parking period preceded by one grace period plus a grace period to leave
But POFA failure to deliver to the keeper within 14 days is the killer point6 -

If you read the POPLA appeal there, there will be a lot for you to copy & paste as the basis of your own appeal. However make sure you proof read and adapt it very carefully so that it fits this situation perfectly. And also do amend sections - especially the Grace Periods section - in the light of the regulars' suggestions on that thread.
ParkingEye chose not to contest that appeal, so that's a win.2 -
