Help with Parking Eye - A unique(?) problem, ignoring the main point in my appeal

  • I have now been provided a POPLA code within a second email this morning.

Are you absolutely sure there's no POPLA code?

Looks like you've put all your faith in the first appeal to PE.  Yet these rarely succeed, the main point of the appeal to most companies is to get the POPLA code.

It is not too late to complain to the landowner.  What sort of car park was it ... supermarket?  Cinema ... what?  Sometimes the premises the car park serves are the landowner, sometimes they aren't.  If so, they DO know who is though they rarely tell unless you press them.  A google search may also reveal the landowner or land management agent and there are other ways to get this info. too, so keep us in the loop.  When complaining, go as high up as possible - the manager at the very least, not front-line staff.  Preferable the CEO.  Complain forcefully.
It is a eurogarages service station car park. I don't know what I can actually put in my appeal other than "they took too long to send the PCN" as they're correct that I was 13 minutes longer than I should've been

I don't know what I can actually put in my appeal

Signage would be a good place to start, read this

    https://forums.moneysavingexpert.com/discussion/5972164/parking-eye-signs-oxford-road-reading

Lots more in the newbies, have you not read them?  Also read the PoPLA decisions at the top of the index page.  Everything you need is available here, but you have to look for it, we cannot.

Nine times out of ten these tickets are scams, so consider complaining to your MP, it can cause the scammer extra costs and work, and has been known to get the charge cancelled.

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.

Check out other ParkingEye POPLA threads.  The search function on this new format isn't very good, but a search for 'ParkingEye POPLA' immediately produced this one:
    https://forums.moneysavingexpert.com/discussion/6068356/parkingeye-popla-20-minute-stay/p1

If you read the POPLA appeal there, there will be a lot for you to copy & paste as the basis of your own appeal. However make sure you proof read and adapt it very carefully so that it fits this situation perfectly.  And also do amend sections - especially the Grace Periods section - in the light of the regulars' suggestions on that thread.

ParkingEye chose not to contest that appeal, so that's a win.
