I've looked through the draft emergency legislation and can't see any provision for this
I believe government already has the power to change the length of time required between MOT tests by statutory instrument (effectively, at will). No need for emergency legislation to do it.

Cars are still required to have their annual MOT, but that could change:

MOTs for lorries, buses and trailers

DVSA has suspended MOTs (annual tests) for all heavy goods vehicles (HGVs) and public service vehicles (PSVs) for up to 3 months from 21 March 2020.

All HGV and PSV vehicles with an MOT will be issued with a 3-month certificate of temporary exemption (CTE) until further notice.

Vehicles must be maintained, kept safe to drive (roadworthy) and operate within the terms of operators’ licence conditions.

Check what you need to do to exempt your vehicle.

MOTs for cars, motorcycles and light vans

The Department for Transport continues to keep MOT testing for cars, motorcycles and light vans under review. It will provide an update in due course.

Thanks for that info Marlot. Doesn't help me with my private car though. So although I'm trying to avoid all unnecessary contact with others, I'll be spending a couple of hours at my Toyota dealership on Thursday while I wait for them to do the MOT.

They do.  (They also offered a courtesy car!).  But I just want it done asap.  I'll avoid getting close to anyone, sit in a quiet part of the showroom, and wipe everything down before I drive it away.  Just annoying that the Government isn't planning ahead and just extending certificates.

Had my car booked in for MOT for today and it was cancelled.  Called another local garage and they also said they will close in the evening.  Going to be hard to get MOT over the next few weeks.
  • l managed to get my MOT done today at Halfords, l booked last week, the technician said that the Government has asked them to reduce the available centres by a1/3, so you have to assume that they are asking this of other centres. The centre l used today was closing tonight, they were cancelling and postponing bookings for tomorrow,  I really need my car for running around for the parents so feel extremely lucky. Just keep trying tomorrow you might strike lucky!

Spent the morning trying to get an appointment, eventually managed to get one with KwikFit who I absolutely loath as last time I used them they gave me a list of things my car needed which it did not need.

Announcement came about the 6 month extension, so more than happy to cancel with KwikFit.

  • Just been announced ……  MOT has been suspended for 6 months.  My MOT is due in June, but it is OK to not have a valid one until September.
