    If we do not travel, despite the flight going ahead, will we be able to claim a refund on the grounds that nobody can be reasonably expected to travel without insurance? 

    No.  It would be like arguing you can't be expected to travel because you don't have a passport.  It's your responsibility, not the airline's.

    Ultimately, you need to decide whether you think the flight will go or not, and act accordingly.  Perhaps use how much you stand to lose either way to inform your decision.
    There is nothing to "stand to lose". The OP has booked an ATOL protected Jet2 package holiday. Therefore one of two sensible things will happen.

    - The shutdown ends, the flight goes to Greece in May, he has his holiday
    - The shutdown continues into mid-May. Jet2 cancel the flights and refund the OP but only if he has kept up with payments (including balance payment). Even if Jet2 go bust he gets every penny back assuming he has kept up payments.

    The fact that the OP didnt get travel insurance at the time is a separate foolish point in all this but I am sure he knows it was a foolish thing so lets not dwell on it....

    Thank you. This is broadly in line with our own feelings, but it’s good to hear your thoughts. My enquiry comes partly from a sense of isolation and deep uncertainty. I suspect the flight may be eventually be cancelled, but it’s impossible to know. My anxiety levels are stratospheric right now and everything is assuming monstrous proportions. I appreciate your straightforward reply.
