Why does my dads top up card not work?

my dad is with EE on payg and his top up card was being deemed as invalid when trying to top up. He got a new one today and sent the etu text and got a reply saying it worked but yet again it just said card invalid when he tried to top up. He ended up having to use his debit card to top up and he doesnt like that because he doesnt like giving his bank details to companies.
any ideas why his top up card is classed as invalid?
