Why? People need to understand what they're doing, not be nannied. People losing deposits or even the entire holiday cost is trivial compared to really serious mistakes people make, for instance not understanding that their insurance won't cover them if they're drunk. Like someone who go to Las Vegas on a stag do, get ratted, steps out in front of a car and is faced with a massive medical bill the insurance won't pay because of the exclusion they all have for being under the influence. That could lose you your house, not just a holiday. Similar for people who don't declare pre-existing medical conditions.
