Yeah you still have to pay it....otherwise folk from the UK will be going over to France and robbing banks and stealing cars and returning to the UK without fear of charges.3

The UK might have left membership at the end of Jan, but nothing else has changed - because we're in the transition period until the end of December (or longer if extended). What is or is not enforceable after that will depend on what gets negotiated before then.
But it's very likely that civil claims will still be enforceable. It would be ridiculous if UK nationals and businesses couldn't claim against EU27 nationals and businesses, wouldn't it? Mind you, "ridiculousness" is the hallmark of this whole farrago, so...3 -
Nothing has changed. It was enforceable (ultimately through the civil courts) before we joined, and will still be after we leave. Whether it is worth the cost and hassle is a different question.

Just who is pursuing this ticket?
Is it an Italian authority directly, or a certain North Shields-based debt collector well known for buying-up UK resident tickets that various European authorities cannot or can’t be bothered to enforce and chasing victims with scary but utterly meaningless demands for payment?
