Ofwat Decree?

Ofwat have ordered water companies to reduce bills by an average of 4% over 5 years but this coming year alone they have allowed yorkshire water to put up prices by 4%. Have they said how they determined the price changes for each company?

Yes they do publish the charging structure for each company. However Yorkshire Water are fighting the measures. See:

So it looks like they have put up prices without regard to ofwat's direction because they are appealing it. Presumably that will mean if they lose the appeal they will have to not only implement ofwat's price controls but also refund the excess billing for the year 2020/2021.
