I doubt 3 adults will be able to get a council house over a single parent with a couple of children if they applied.  Best let them find a place to rent for themselves and free up accommodation for someone that needs it.  They wouldn't be able to take over your tenancy.

No they can't just take over the tenancy and the house needs to go to someone who is in far greater need.

Do they have any disabilities? I doubt 3 fit and healthy young men will be given your council house.

ETA: are any of them on the tenancy agreement?

If you are no longer living (genuinely living, not just keeping a room free..) at the council house then you've breached the tenancy and should be evicted, hopefully sharpish:  It would - if you argue about it -  be up to a court to decide where your permanent home is, not just where you say it is.

    Best wishes to all

Have your sons no ambition to find partners and set up their own homes. Unless they are unemployed it should be easy for them to find a house or flat to share in the private rental sector for the time being.
If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales
