Cash ISA into Stocks and Shares ISA

I'd like to take advantage of the 2019/20 £20k allowance to invest in a Stocks and Shares ISA, but I don't want to be pressured to buy £20k of shares over the next month.
Is it possible to put £20k into a Cash ISA this tax year, then over the course of the coming calendar year shift it to Stocks and Shares enjoying the tax benefits of the original ISA allowance?
(So that then in 2020/21 I can open another Stocks and Shares ISA)

    Yes you can do that, or you can just pay it directly into the S&S ISA and leave it uninvested for a while if your timeframe for investing it is relatively short.
    Most people would be best off investing in funds rather than individual company shares. The simplest solution is a single multi-asset fund.
