Getting an NI when not on the tenancy agreement.

    It asks for a NI number but you can register without it: 

    What you need to know

    You’ll be asked for your National Insurance number (but you can still register if you do not have one).

    After you’ve registered, your name and address will appear on the electoral register.

    As an Irish citizen with a full time UK address, you are eligible to vote and it would be unlawful for the UK Gov to prevent you from registering due to a lack of NI number. 

    If you're struggling, you can phone/pop to your local Electoral Registrar's office - normally in your local City Hall or Council Offices, but you can do a postcode search here: https://www.gov.uk/contact-electoral-registration-office 
    That sounds like a classic case of premature extrapolation.
