Getting an NI when not on the tenancy agreement.

 As an Irish citizen with a full time UK address, you are eligible to vote and it would be unlawful for the UK Gov to prevent you from registering due to a lack of NI number.
 If you're struggling, you can phone/pop to your local Electoral Registrar's office - normally in your local City Hall or Council Offices, but you can do a postcode search here: https://www.gov.uk/contact-electoral-registration-officeThat sounds like a classic case of premature extrapolation.
