Getting an NI when not on the tenancy agreement.

I'm an Irish citizen who has moved to the UK, and I'm having a little trouble sorting out the residential address side of things. Which I'd like to be able to sort ASAP so I can start living here properly and begin working etc.
I'm currently living with my girlfriend in her rented flat. We've spoken to the landlords about putting me on the tenancy agreement, and they have refused to do so. BUT they are happy to have me living here, they just won't put me on the agreement.
So I have a place to live, but I don''t have a residential address. We currently don't have the finances to move properties at the moment.
I don't need a visa or anything else to live/work here. I literally just need to figure out how to put down a residential address when I'm not on the tenancy agreement in my place of residence.
I'm wondering if I can just start using this place as my residential address, as I live here, and I contribute to the bills etc. As I've been here for a few months now, and I really need to apply for my NI, and get a job etc. Or if that is illegal?
Any solutions would be much appreciated, as we're really struggling to find a way to progress past this.

If all you need is proof of address - can you put one/more of the utilities in your name?
That and change your bank account address to your current address - which you can do in branch with proof of ID - and you've two 'official' documents that are commonly accepted.That sounds like a classic case of premature extrapolation.

Why wouldn't it be? Assuming you are actually living there...
You need proof you're living somewhere - not proof you've entered into a contract.
A utility bill and bank statement are standard documents used when proving address.

Which bit wouldn't be legal? The utility companies won't care which of you pays the bill, as long as somebody does. Your bank will expect to write to you at the address you actually live, so if anything it's more problematic for you to have mail going somewhere else.shy394 said:

No worries - paperwork can be a PITA... As I said above, if it's just standard 'proof of address' then you don't need to have signed a contract to be living somewhere - what if your partner owned her flat outright - would you expect she's have to sell/give you half before you could legally live there with her?

Yup, you just go to your local council website and register. Once on the register they'll send you a letter to confirm. Another piece of evidence of addressshy394 said:Can I do that without an NI?1
