There is actually an exception...
With Oman Air, in order to check in online you have to select a seat and pay for that seat. If (like me) you are a cheapskate and begrudge £8 for a perfectly ordinary seat, you can check in at the airport and be allocated a seat for no charge. The check-in staff do not ask about your seat preferences but if you ask nicely they give you something resembling what you want.

I'm surprised the ASA got involved with this as it doesn't really fit their remit i.e. advertising. This just seems to be a complaint about whether or not a fee should have been payable.0
