quick search of my highways authority and any Traffic Orders that are varied have been through same procedure as establishing one.
It's even more likely there is, here, a TMO extended into a private road. There is a note from DfT to a council (Liverpool I think) telling them they cannot use private firms to enforce roads under a TMO.
Other posters here have pointed out absence of large sign to even attempt to mark the boundary or entry into private land.
Argument is TMO trumps private land claim certainly as far as the road is concerned.

OP - call up the council and ask for the status from Highways. They will be able to confirm from their definitive map, which may or may not be the same as the website1
