Slow laptop and internet, CPU usage 100%,wont budge below HELP!!!

Hey all, I hope someone can help with this slow laptop! It's not mine though. My Dad showed me that it is running on CPU 100% and said to delete some programmes, I deleted loads and still nada. It's got a low memory, something silly like 256MB but I'm sure there's a way to make it under the CPU 100% thing. I just…
