    I did wonder whether it would be too late. I could see nothing to suggest that there was any service being provided for. Unfortunately her grand daughter had taken it over and helped herself to much of the money as l was not living locally.

    You have no grounds to complain about a packaged bank account. It was her responsibility to move her money to a savings account if she had wanted to, not the banks to advise her to do that. In fact, they usually send letters inviting you to take adavantage of different services which she probably received.
    Packaged bank accounts usually come with insurances or preferential interest rates of some kind, when you know what the account was called, you can investigate what they were.

    That's really the least of your issues. 
    You don't know anything about the account, what it offered or how long she had it. Any "complaint" you might make seems to be based on a series of very spurious assumptions about "legality" and "claims".

    My brother has said recently that he heard we could claim. 
    And one what basis has your brother said that the executor of the estate can complain?

    I am assuming that if she had signed up to some management plan, paying a monthly sum which l noticed when l, as executor of the will, checked on her bank statements, then the bank should not have left all of her money in a current account.
    Banks follow instructions (either standing instructions or one off). They do not act in a discretionary manner.  What instructions were given and why has it taken this long to decide to complain about them?

    But anyway, it was a mis sold plan with no benefit to herself at all from what l could see.
    How was it missold?
    Repeating that it was missold does not actually explain what about it was missold.  

    She was paying £15 a month for - nothing. 
    And what was this £15 for then?

    Actually it was £25.000 in a current account with no savings account. How can that be legal?
    People are free to hold as much or as little as they like in their current account. It is not up to the bank.
